State of play

On 30 March 2022, the European Commission published its proposal for the Ecodesign for Sustainable Products Regulation (ESPR). The Council adopted its negotiating position on 15 May 2023; the Parliament on 12 July 2023.The co-legislators reached a provisional agreement on 04 December 2023. The ESPR will replace the current Ecodesign Directive and extend its scope to all products. It aims to regulate all lifecycle environmental impacts, not just energy performance, and would require registering some product information in a Digital Product Passport (DPP). Requirements still have to be implemented through specific delegated acts.Final adoption by Parliament and Council and subsequent publication are expected in Q1 2024.

The framework demands improvements in product durability, reparability, upgradeability, reusability, and recyclability; attributes critical to HVACR products that traditionally consume substantial energy and resources throughout their lifecycle. The Regulation targets the elimination of premature obsolescence and promotes circular economy principles by aligning product design with the EU’s sustainability objectives. By harmonising these ecodesign requirements across the EU, the Regulation prevents fragmentation of the internal market caused by disparate national standards.
