Development of HFC prices Q3/2022 (GEN – 1448.00)

GEN – 1448.00. On behalf of the European Commission (DG CLIMA), Öko-Recherche is working on a series of analysis evaluating the implementation of the F-Gas Regulation (EU) No 517/2014 since 2015. The Q3/2022 report has been recently shared with Eurovent.

Öko-Recherche, on behalf of the European Commission (DG CLIMA), works on the monitoring of HFC prices. This is an ongoing activity which started in 2016.

Background of the Q3/2022 report

The price data on refrigerants are obtained from 60 companies from 10 EU Member States (main respondents from Germany, France, Italy and Poland) and all supply chain levels (gas producers, 12 gas distributors, 26 OEMs, 12 respondents from the service sector, 4 end-users and 1 equipment renting company) reported purchase and/or selling prices for HFCs and lower GWP alternatives either in absolute terms (€/kg) or as price index (with 2014 as baseline year). Please note that companies do not report prices for all refrigerants but only for the ones relevant to them.

Findings of the Q3/2022 report

The major findings of the Q3/2022 report are summarised below:

  • Compared to Q2, R134a prices reported for Q3 significantly increased at all levels of the EU supply chain (up by 11% when calculating the average over all levels of the supply chain), while prices in China have dropped. Data presented include prices reported by two gas producers, two gas distributors, 11 OEMs, and 10 service companies.
  • Compared to Q2/2022, the Q3 purchase price for R32 increased by 18 % on the service company level.
  • Prices for high GWP gases/mixtures R134a and R410A have been on the increase since Q3/2021 (on average up by 42% and 16%, respectively, throughout the supply chain). For R404A, most EU suppliers indicated that they have stopped selling virgin R404A.
  • Prices of alternatives such as HFC/HFO blends mostly showed decreases in comparison to the previous quarter (R448A, R449A and R452A went down by 3%, 1% and 2%, respectively).
  • In general, the EU refrigerant market appears to be quite stable in terms of supply. There were a few indications of limited regional availability of R1234ze.
  • The price of quota authorisations increased, with prices ranging from 10 to 15 /t CO2e. Average authorization prices (ca. 12 /t CO2e) have increased by 90 % compared to last quarter.
  • Compared to 2014, prices of R134a are up to 6 and R410A prices are up to 4 times higher depending on the supply chain level. Compared to Chinese producer prices, European selling prices for R134a are 3-fold higher.

Recommended actions

Manufacturers using refrigerants may find it useful to check the report as it provides additional information. Some may even find it useful to participate in the price monitoring activities.
