Policy Updates

The Commission adopted three delegated directives amending Directive 2011/65/EU (RoHS) to renew and refine exemptions for lead in electrical and electronic equipment, the so-called “Pack 27”.

The REACH revision, expected by Q4 2025, has been delayed. The new timeline remains unclear at the moment.

The Commission is working on a European Product Act.  The goal is consistency across the full regulatory lifecycle, from pre-market to market placement to post-market. It will either be one single Act or 2 simultaneous legal Acts.

The Commission published the ‘Second Technical Report’ of the project Study on Technical Assistance in support of implementing Article 12(5) of Directive 2023/1791 on the energy performance and sustainability of data centres.

The CBAM Omnibus Simplification Regulation has been published in the EU Official Journal. It makes reporting and compliance for importers of CBAM goods easier.

The European Commission published a draft Delegated Act setting an EU framework for calculating lifecycle GWP of new buildings. It specifies what HVAC equipment must be included in the calculations as well as acceptable sources of product-level data.

The European Chemicals Agency plans to launch a consultation on the draft opinion of its Committee for Socio-Economic Analysis (SEAC) on the proposed EU-wide restriction of per- and polyfluoroalkyl substances (PFAS).

The European Commission opened the consultation on the Circular Economy Act which will enhance the EU’s economic security and competitiveness while promoting more sustainable production, circular economy business models and decarbonisation.

The European Commission opened the consultation on the Electrification Action Plan which will promote the switch from fossil fuels to electricity by addressing the key barriers, and by building on existing EU legislation.

The European Commission opened the consultation on the Heating and Cooling Strategy which will aim to accelerate the decarbonisation of heating and cooling.

The European Chemicals Agency has published the updated proposal to restrict per- and polyfluoroalkyl substances (PFAS) under the EU’s chemicals regulation, REACH. The update was prepared by the authorities of five countries.

The final interim report on the Low Temperature heat emitters was published on 15 August 2025. Hydronic fan coils are still in the scope of the study, but a separate labelling scheme is proposed.
