State of play

The 2011 Construction Products Regulation (CPR) lays down harmonised rules for the marketing of construction products in the EU.On 30 March 2022, the European Commission published a proposal for a revised CPR. The Council adopted its negotiating position on 30 June 2023; the Parliament on 13 July 2023.The co-legislators reached a provisional agreement on 13 December 2023. The agreement includes reused and remanufactured products in scope, creates the possibility for the Commission to adopt technical specifications if standardisation delays are encountered, and creates a Digital Product Passport for construction products. A transition period of 15 years is foreseen.Final adoption by Parliament and Council and subsequent publication are expected in Q1 2024.
