Policy Updates

<p>At the end of 2015 the Commission published its Circular Economy Package. <p>This Commission Communication was published on 16 February 2016 and addresses the energy savings to be obtained by heating and cooling rather than electricity and focusses on the energy savings potential in buildings using automation and controls and reusing waste heat and cold from industrial processes.</p>

<p>The standards developed by CEN TC 247 "Building Automation, Controls and Building Management" aim international harmonization of the methodology for the assessment of the energy performance of buildings, also known as “EPB set of standards” support the requirements of the Energy Performance of Buildings Directive 2010/31/EC.</p>

<p>At the end of 2015 this study carried out by VHK (René Kemna and Leo Wierda) on behalf of DG Energy became available. It reports on the impacts of Ecodesign, Energy Labelling, Energy Star and Tyre Labelling measures, including projections for the period 2010-2050.</p>

<p>The application of the 2015/1535/EU (previously Directive 98/34/EC Directive) has also been extended to new standardisation work undertaken by National Standard Bodies (AENOR, AFNOR, DIN, UNI…) at national level. These notifications are registered centrally by the CEN Management Centre and a "Monthly Notifications Register" is circulated in English to the CEN Members and the European Commission. The National Standard Body generally provides the relevant associations with a copy of these updates.</p>

<p>The 9th international conference on Improving Energy Efficiency in Commercial Buildings and Smart Communities (IEECB&SC’16) takes place in Frankfurt (Germany) from 16 to 18 March 2016, during the Light+Building trade fair. Compared to previous years more interest is shown in energy efficiency in various types of commercial buildings beyond the lighting aspects.</p>

<p>The final ODELIA study report on the Outdoor Noise Directive scope and noise limits has been published. It will appear on the Commission’s website in due course.</p>

<p>On 8 December 2015 the Regulatory Committee adopted the draft regulation. The Member States introduced a number of (in their view minor, e.g. on NOx) changes to the text of the draft.</p>
