Basic information

Thermodynamic cycles, which are at the core of efficient and renewable heating and cooling technologies, rely on refrigerants for their operation. Many common refrigerants are greenhouse gases or have other potential impacts on the environment. Eurovent favours a balanced and holistic refrigerant policy that aims to reduce the environmental impact from refrigerants but also looks at the full lifecycle impact of the equipment, duly considers safety aspects related to the flammability and toxicity of certain refrigerants and is realistic about industrial and technological constraints sector by sector.

This section compiles key European legislation governing the use of refrigerants, which are essential to the functioning of heating, cooling, and refrigeration technologies. The database contains the most recent publications but also allows you to go back in time.Given the environmental impact of many refrigerants, particularly their global warming potential (GWP), the EU has introduced increasingly stringent regulations, most notably the updated F-Gas Regulation (EU) 2024/573. This regulation establishes a phased reduction of high-GWP refrigerants, enforces equipment-specific requirements, and addresses labelling, reporting, and technician certification. In addition, emerging legislation targets substances such as PFAS, intending to restrict their use where safer alternatives are available. The EU’s approach aims to balance environmental objectives with safety, practicality, and sector-specific constraints, promoting a transition to climate-friendly and sustainable refrigerant use.
