Development of HFC prices Q4/2022 (GEN – 1471.00)

GEN – 1471.00. On behalf of the European Commission, Öko-Recherche is working on a series of analysis evaluating the implementation of the F-Gas Regulation (EU) No 517/2014 since 2015. The Q3/2022 report has been recently shared with Eurovent.

Öko-Recherche, on behalf of the European Commission (DG CLIMA), works on the monitoring of HFC prices. This is an ongoing activity which started in 2016.

Background of the Q3/2022 report

The price data on refrigerants are obtained from 66 companies from 10 EU Member States (main respondents from Germany, France, Italy and Poland) and all supply chain levels (3 gas producers, 13 gas distributors, 30 OEMs, 15 respondents from the service sector, 4 end-users and 1 other) reported purchase and/or selling prices for HFCs and lower GWP alternatives either in absolute terms (€/kg) or as price index (with 2014 as baseline year). Please note that companies do not report prices for all refrigerants but only for the ones relevant to them.

Findings of the Q4/2022 report

The major findings of the Q4/2022 report are summarised below:

  • Prices for high GWP gases/mixtures R134a and R410A are on an upwards trend since Q4/2020.
  • Compared to Q3/2022, in Q4/2022 the price of R410A has risen by 15%, while the price of R134a has increased by 8% on average, throughout the supply chain.
  • Compared to the baseline in 2014, R134a and R410A prices are 1-5 to 5, and R404A prices are 2.5 to 13 times higher depending on the supply chain level. Compared to Chinese producer prices, selling prices of European producers are almost four times higher for R134a.
  • In general, the EU refrigerant market appears to be quite stable in terms of supply. There were a few indications of limited regional availability, mostly related to R1234ze.
  • For prices of quota authorisations, increases have been indicated with prices ranging from 14,5 to almost 16 €/t CO2e. Average authorisation prices (ca. 15 €/t CO2e) have increased by 16 % compared to last quarter.

Recommended actions

Manufacturers using refrigerants may find it useful to check the report as it provides additional information. Some may even find it useful to participate in the price monitoring activities.
