European Critical Raw Materials Act: Call for Evidence and Public Consultation (GEN – 1424.00)
GEN – 1424.00. The European Commission DG GROW launched the call for evidence and a public consultation questionnaire on its upcoming proposal for a European Critical Raw Materials Act.
On 30 September 2022, the European Commission launched its call for evidence and a public consultation questionnaire (see attached) on its upcoming proposal for a European Critical Raw Materials Act.
It was firstly mentioned during the Annual State of the Union Speech (14 September) and is aiming to address the evolving dependencies on China and Russia when it comes to raw materials, fossil fuels and ensure more resilient supply chains.
It also considers the European Green Deal, the REPowerEU Communication and the European Council’s Versailles Declaration of March 2022 calling to secure EU supply of critical raw materials, particularly by building on the strengths of the Single Market.
The act that will be proposed will revolve around the following four pillars sketched by the Internal Market Commissioner, Mr Thierry Breton:
- Defining priorities and objectives for EU actions
- Improving the EU’s monitoring, risk management and governance in the field of CRM
- Strengthening the EU’s critical raw materials value chain (mining, refining, processing, recycling)
- Ensuring a sustainable level playing field across the Single Market
Next Steps
The European Commission will carry out an Impact Assessment to assess different policy options and their likely impacts and the public consultation ends on 25 November 2022.
