GEN – 1447.00. The European Parliament’s Committees for Environment (ENVI) and for Industry, Transport, Research and Energy (ITRE) tabled their amendments on the Revision of the F-Gas Regulation.
Background
The European Commission has released on 5 April 2022 its proposal for a revision of the F-Gas Regulation. The proposal is with Council and Parliament for co-decision.
Both the ITRE (the European Parliament’s Committee for Industry, Transport, Research and Energy) draft opinion by Sara Skyttedal (EPP, SE) and the ENVI (European Parliament’s Committee for Environment) draft report by Bas Eickhout (Greens/EFA, NL) have been published (respectively, on 06 October 2022 and on 10 October 2022). Eickhout’s draft report goes much further than the Commission proposal: he proposes outright bans on HFC and HFO refrigerants in most applications and a significantly more ambitious HFC phase-down schedule.
In the Council, discussions have started in the Working Party on the Environment.
Final adoption by the co-legislators and publication expected in Q2 2023.
Positions and actions
The Eurovent TF-FGAS has developed proposed amendments to the legal text, which it is submitting to the co-legislators for consideration. The amendments were shared with the ITRE rapporteur for opinion, the ENVI rapporteur, and the ENVI shadow rapporteurs. Many meetings and exchanges with the assistants of the shadow rapporteurs have been secured.

- The first ENVI technical meeting will take place on Wednesday 7 December
- The first ENVI shadows meeting is scheduled for 15 December
- Vote in ENVI will take place on 1 – 2 March 2023
