The European Commission has launched the awaited call for evidence and public consultation on the new products and measures under the first ESPR Working Plan.
Based on preliminary assessments, the Commission has listed 12 end-use, 7 intermediary products and 3 horizontal measures as potentially suitable for the first working plan:
- End-use products:Â Textiles and Footwear; Furniture; Ceramic Products; Tyres; Detergents; Bed Mattresses; Lubricants; Paints and Varnishes; Cosmetic Products; Toys; Fishing Nets and Gears; Absorbent Hygiene Products;
- Intermediary products: Iron and Steel; Non-Ferrous Metals; Aluminium; Chemicals; Plastic and Polymers; Paper, Pulp Paper and Boards; Glass;
- Horizontal measures:Â Durability; Recyclability; Post-Consumer Recycled Content.Â
The aims of the consultation are to obtain feedback on whether:
- the products and horizontal measures identified as potential priorities under the ESPR are the best
- the order of priority in which these products should be tackledÂ
- the most relevant aspect(s), per product/horizontal measure, to tackle under the ESPRÂ
- the estimated potential for improving the product aspects identified by the ESPR proposal from an environmental point of view, per product/horizontal measureÂ
- the level of detail for each product/horizontal measure at which requirements under the ESPR should be set (i.e. the level at which rules should be set).
The deadline to respond to the call for evidence and the public consultation questionnaire is 25 April 2023.

Eurovent Members are invited to assess this call for evidence and provide the Secretariat with their comments which will be then consolidated in the official Eurovent feedback.
