Brussels, 08 July 2025. Eurovent has released updated versions of its guidance documents for commercial refrigeration equipment. Recommendation 14/6 and Recommendation 14/7 both include critical updates on refrigerated cabinets.
Eurovent has revised its two Recommendations: the third edition of Recommendation 14/6 and the second edition of Recommendation 14/7, to offer clear, harmonised guidance for manufacturers, distributors, and end-users. The practice of placing incomplete refrigeration units on the market, units not equipped with essential components or deviating from declared product performance, has raised significant concerns across the refrigeration sector.
Recommendation 14/6, third edition, provides guidance on the interpretation of Regulations (EU) 2019/2018 and 2019/2024, while Recommendation 14/7, second edition, aims to facilitate the work of the Market Surveillance Authorities. Both documents have been updated to clarify definitions of ‘complete’ and ‘incomplete’ delivery and to incorporate the FAQ of the European Commission recently published.
The Eurovent Product Group ‘Commercial Refrigeration Equipment’ (PG-RDC) Secretary, Massimiliano Ferrario, stated: “Incomplete deliveries may breach Ecodesign and Energy Labelling regulatory requirements, putting manufacturers in a difficult position with their customers. Updates are part of Eurovent’s ongoing commitment to strengthening market transparency and ensuring high standards across the refrigeration sector. The update reflects current technological advancements and market developments.”

The Eurovent Product Group ‘Commercial Refrigeration Equipment’ (formerly ‘Refrigerated Display Cabinets’) covers refrigerated display cabinets (remote and integral units), walk-in cold rooms, commercial beverage coolers, ice-cream freezers and refrigeration packs. It is the largest European working group of commercial refrigeration equipment manufacturers. The group is supported by the Eurovent Member Associations on a national level. Its main tasks are advocacy on European and national legislation, development of EN, ISO and Eurovent standards, promotion of the industry and its export initiatives, and diminishing unfair trade barriers inside and outside Europe.
