ENVI report on F-Gas Regulation (GEN – 1466.00)

GEN – 1466.00. On 01 March 2023, the European Parliament’s Committee for Environment (ENVI) adopted its report on the Revision of the F-Gas Regulation with 64 votes in favour, 8 against and 7 abstentions. All the compromised amendments were adopted.

The text adds prohibitions on the use of F-Gases for sectors such as refrigeration, air conditioning, heat pumps and electrical switchgear. A new article 11a adds restrictions on the export of products and equipment listed in Annex IV.

The report also introduces a steeper (compared to the original proposal from the Commission) trajectory from 2039 onwards to phase down hydrofluorocarbons (HFCs) placed on the EU market, with the goal of a zero HFC target by 2050 (Annex VII).

MEPs also propose more action on illegal trade in these gases by proposing minimum administrative fines for non-compliance. In addition, they want customs authorities to seize and confiscate F-Gases imported or exported in violation of the rules, in line with the environmental crime directive.

Next steps

The plenary vote will take place on 29 March and the trialogue should take place in May and June 2023 to reach an agreement before the summer. In this case, the new Regulation could enter into force at the beginning of 2024.
