Background
The global cybersecurity landscape is rapidly evolving as connected technologies expand across industries, driving increased attention to market trends, international standards, and emerging regulations. Today, manufacturers of connected devices must navigate a complex environment shaped by growing cyber threats, heightened consumer expectations, and new regulatory requirements such as the Radio Equipment Directive (RED) and the upcoming Cyber Resilience Act (CRA) which collectively aim to strengthen device security, protect personal data, and enhance trust in digital products.
As part of this regulatory landscape, delegated regulation 2022/30/EU introduced mandatory cybersecurity, privacy, and fraud protection requirements for certain categories of wireless devices under RED Article 3.3(d), (e) and (f).

Dean Zwarts is a Global Business Development and Operations Manager for cybersecurity with UL Solutions, covering medical, consumer and payment security. Dean has more than 20 years of experience in technology, innovation and security. He has led startups and held roles like CTO and CIO, and has led commercial teams in security. Dean has patents in security-based services, has contributed to standards organisations, and leads cybersecurity task forces at UL Solutions.
José M. Capella – Senior Cybersecurity Advisor

Jose is a security evaluation expert with over four years of experience in cybersecurity product testing. He has performed evaluations for IoT consumer and industrial devices, using standards such as ETSI EN 303 645, ISA/IEC 62443, EN 18031 and others. Prior to joining UL Solutions in 2024, he worked for another TIC company as a testing engineer and advisor. His background includes technical skills and a strong knowledge of cybersecurity regulations.
